What Does Surah An Nur Verse 33 Mean?

Surah An Nur Verse 33: "....And if someone coerces them, then after such a coercion Allah is certainly All-Forgiving, Most Merciful 'to them'." I am a litle bit confused whether this verse forbids forced sexual intercourse or allow it? Verse says Allah forgives women who faced forced sexual assault.
