Is my new i9-13900K *supposed* to hit 100C with an AIO on Cinebench?

Just finished building my new rig with an i9-13900K and a top-tier 360mm AIO, but running Cinebench R23 immediately throttles at 100C. This seems excessive even for this CPU, especially with a high-end cooler. Am I doing something wrong with installation or thermal paste application, or is this just normal behavior for extreme loads with this chip?
